How Do They Do That?

On a trip to London this week I couldn’t help but notice the amount of ice cream vans working in the capital, one in particular at Russell Square parked on the pavement amongst a team of workman replacing the paving slabs around him that had been broken presumably by other vans using that pitch, pondering as I walked past him to buy a parking ticket, he would have paid £11.50 congestion charge and now runs the gauntlet of the endless army of traffic wardens on bikes with cameras just waiting to dish out £40 fines, not to mention the pavement offence, CCTV on the corner of every street, the miles of double yellow lines and red routes. When I returned with my ticket he was nowhere to be seen.

Do they have a pedlars certificate and drive from door to door on a stop me and buy one basis and then move on when they have served all of their customers, can you do that within the 32 boroughs?

How do they do that? :-\

Ice cream van's are not operating under the certificate, they have a 'beast of burden'.
